The Ocean Shores Police Department has issued a public notice about a convicted sex offender living in a southeast Ocean Shores neighborhood.
Zachary Kilbane Christensen has registered an address in the 100 block of Sunrise Avenue SE.
The 31-year-old had been convicted in Federal Court in Tacoma (June 2007) of aggravated sexual abuse, two rape charges and of an indecent liberties charge, the police notice said.
He is 5-foot-8, 180 pounds, with black hair and brown eyes. He also has tattoos on his left shoulder, forearm, right finger, left finger. left arm, cheek and on both sides of his neck.
“This person is not wanted by the police at this time. This notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public,” the police notice said.
Police did visit with neighbors in the Sunrise Avenue area to let them know of the situation.
“The Ocean Shores Police Department has no legal authority to direct where a sex offender may or may not live. Unless court ordered restrictions exist, this offender is free to live wherever he or she chooses,” the police notice added.
“Sex offenders have always lived in our communities. It wasn’t until the passage of the Community Protection Act of 1990 (which mandated sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is now able to share that information with the public. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement’s ability to do community notifications.”
